Regardless of it being random I do not think it right that people get consecutive leavers. That's just BS. But don't do what I'd do in that case cause it'll get you banned.

You get one ragequit an hour. Use it wisely.
Encourage use of the /resign command by your teammates after someone on your team rages. Encourage its use if you have a slow loader; often you can /resign out before the guy with the epic fail connection/comp joins the game. 'Bout all there is to it when it comes to managing this.
